are not of such paramount importance as to preclude
resumption of negotiations for an agreement on the lines
already discussed should it be found that on other
grounds the conclusion of such an agreement is desirable.
Mr. Henderson adheres to the views expressed in the
18 letter from this department No. F 45/37/10 of the 15th
January last and he would be glad if Lord Passfield
could again impress upon the Governor in the telegram
which it is proposed to send to him (and which the
Governor might be instructed to repeat to His Majesty's
Minister in reking) that the final decision in this
matter cannot be taken without reference to the wider
British interests in China generally and the policy of
His Majesty's Government in that country.
4. A copy of this letter is being sent to the
Board of Trade.
